COSMETIC PRODUCT SAFETY REPORT (CPSR) – WHAT IT INCLUDES AND WHY IT IS REQUIRED
CSPR ( Representational )
In today’s world where millions of beauty products being used daily, ensuring product safety is non-negotiable. A cosmetic product needs to be legally safe when used under normal and reasonably foreseeable misuse conditions, there is no room for compromise. CPSR—a mandatory comprehensive legal safety document that underpins the safety and regulatory compliance of cosmetic product before the product hits the market shelves in Europe.
According to Article 11 of the EU Regulation (EC) No 1223/2009 on Cosmetic Products, CPSR is one of the most essential components of the Product Information File (PIF). It is more than just a paperwork; it certifies the product’s safety through scientific risk assessment—conducted by a Qualified Safety Assessor. At SciQra, we help brands navigate the complexities of global cosmetic compliance, protect your business, and customers.
Structure of the CPSR
As outlined in Annex I of the EU Regulation (EC) No 1223/2009, it consists of two parts:
® Part A: Cosmetic Product Safety Information

Why CPSR Matters?
In the glittering world of cosmetics, where beauty meets the science, safety is never optional. The CPSR is an unseen shield that protects consumers while enabling innovation. It ensures safety, efficacy, transparency and traceability, and regulatory compliance of the product—making it far more than just a document.
it’s your product’s scientific license to the EU market, legally required under EU Regulation (EC) No 1223/2009. Authoring and compiling a CPSR by a Qualified Safety Assessor is an essential pillar of EU cosmetic compliance.
